  Title

: Incremental National Health Data Sharing Platforms – New ways for national EHRs

  Abstract : Most countries are struggling with Nationwide Electronic Health Records, often with the desire to create a full, complete and unified account of a citizen’s health data. Portugal had an ongoing project which aimed unrealistically at the same target. I was invited to join the Ministry of Health in Portugal to help develop a new vision for the project, as well as set in motion a realistic timely and creative way to share the health information of our citizens. We created an internal team of programmers and redefined goals, methods and concept with the intention to create a Platform for Health Data Sharing from and within existing Local Electronic Health Records, thereby creating an opportunity for national wide exchange of existing electronic information and fostering the adoption of electronic documentation and buffering progressive standardization via the implementation of webservices in existing applications in line with a Service Oriented Arquitecture (SOAs).

As an experienced speaker in world congresses I am available to share this path with all audience, and as like in past events such as Healthcom (Taiwan and Singapore) I can act as workshop facilitator  and create a forum for more in-depth work into Incremental National Health Data Sharing Platforms.

   

Biosketch:  Prof. Martins is an Internal Medicine Specialist. He obtained his PhD degree from the Judge Business School, University of Cambridge with a thesis on “The use of Mobile ICT in clinical Settings”. He holds a Master in Management from the University of Cambridge and a Masters in HIV/AIDS from the University of Barcelona. He has several publications in the area of Mobile computing in healthcare.

He currently works at the Ministry of Health as Adjunct for Health IT to the Health Secretary of State and is responsible for nationwide efforts on complete electronic prescription and new Health Information Platform Sharing for Electronic Health Records. He additionally works as CMIO – Chief Medical Information Officer at the Hospital Fernando Fonseca, and coordinates the Center for Research and Creativity in Informatics (www.ci2.pt), where he supervises projects in mobile computing and intelligent systems. He teaches health management, leadership and medical informatics in Portugal and abroad.
